Terörden Arındırılmış Bir Türkiye'ye Doğru

 

Terörsüz Türkiye süresi içinde önemli ve tarihi bir aşamaya girildi: 1980’lerden günümüze ‘Kürtlerin siyasi, toplumsal hakları iddiasıyla silahlı mücadele veren, Türkiye toplumu ve devleti ile uluslararası toplumun geniş bir kesimi tarafından ‘terörist örgütler’ listesinde tutulan PKK silahlarını imha etme işlemini Kuzey Irak’taki Kandil Dağı eteklerinde başladı.

Kürt toplulukların merkezi otoriteye karşı ayaklanmalarının geçmişi, geç Osmanlı dönemi kadar uzanıyor. Bunların en büyükleri Şeyh Sait (1925) ve Dersim (1937) isyanları olarak biliniyor. 1984’ten itibaren başlayan PKK faaliyetleri, son yıllarda, Türkiye’nin etkin sınır ötesi müdahaleleri sonucu Türkiye sınırları ötesine kaydı.

Türkiye ile PKK arasındaki çatışma ortamının sona erdirilmesi amacıyla kimisi uluslararası toplumun da arabuluculuk girişimleriyle son 25 yılda 6-8 ciddi girişim yapıldı. Ancak bu girişimler sonuçsuz kaldı. Gerek Türk kamuoyunda gerekse Kürt kamuoyunda filizlenen karşılıklı güvensizlik ortamları bu girişimlerin, çeşitli provokasyon ve tecrübesizliklere kurban edilmesine yol açtı. Bugünlerde PKK militanlarının silahlarını sembolik olarak yakmaya başlamasına yol açan süreç Hükümet’in destekçisi MHP lideri Devlet Bahçeli’nin Ekim 2024’te PKK’nın hapisteki lideri Abdullah Öcalan’ı parlamentoya davet etmesiyle başladı.

Günümüzdeki süreç bir başarısızlığa uğramaz ise Türkiye’de çok kültürlülüğün kabul edilişi temelinde, yeni anayasal haklarla zenginleştirilmiş, sorunların diyalogla çözülme alışkanlıklarını yeşertecek bir hoşgörü ortamı gelişebilir.

 

 

The Process Toward a Türkiye Free from Terror

 

A significant and historic phase has begun in the process of creating a Türkiye Without Terror: The PKK—an organization that has engaged in armed struggle since the 1980s under the claim of advocating for the political and social rights of Kurds, and which is listed as a "terrorist organization" by broad segments of Turkish society, the Turkish state, and the international community, has started the process of destroying its weapons at the foothills of Mount Qandil in Northern Iraq.

The history of Kurdish uprisings against central authority dates back as far as the late Ottoman period. The most notable of these are known as the Sheikh Said Rebellion (1925) and the Dersim Rebellion (1937). PKK activities, which began in 1984, have in recent years shifted beyond Türkiye’s borders, largely due to Türkiye’s effective cross border interventions.

To end the conflict between Türkiye and the PKK, there have been 6 to 8 serious attempts over the past 25 years, some with mediation efforts from the international community. However, these attempts have failed. Mutual distrust that developed within both the Turkish and Kurdish publics led these initiatives to fall victim to various provocations and inexperience. The current process, which has led PKK militants to begin symbolically burning their weapons, was sparked by a pivotal moment in October 2024 when Devlet Bahçeli, leader of the MHP and supporter of the government, invited the PKK’s imprisoned leader Abdullah Öcalan to Parliament.

If the current process does not end in failure, a climate of tolerance may emerge in Türkiye, one that fosters habits of resolving conflicts through dialogue, is enriched with new constitutional rights, and is founded on the recognition of multiculturalism.
